Senator Kelly moved and asked unanimous consent for the adoption of the Rules Senate Committee Substitute offered on page 1479. Without objection, SENATE CS FOR HOUSE BILL NO. 114(RLS) was adopted and read the second time. Senator Halford offered Amendment No. 1 : Page 1, line 9 through page 2, line 13: Delete all of Section 2. Senator Halford moved for the adoption of Amendment No. 1. Objections were heard.
